 Why Do We Test?

TSHRS is a merit-based system. A valid testing program provides the means for identifying the best qualified career service candidates in a fair and equitable manner, consistent with merit system principles and in compliance with the numerous existing employment laws and regulations.

MDOT believes that people are our most important asset. Staffing activities serve a critical role in providing MDOT with a diverse, highly skilled and competent professional workforce that can meet the State's transportation service and mobility needs. TSHRS policy with regard to Recruitment, Examination and Selection for all career service (merit) positions states that:

  • appointments will be made on a competitive basis; 
  • it is the policy of MDOT to attract, identify and select the most qualified candidates in a competitive and timely manner; 
  • all examination methods be job-related and valid; and 
  • methods will facilitate promotional opportunities
