The Maryland Department of Transportation's Office of Minority Business Enterprise (OMBE) is the State's official certification agency for firms seeking status as a:
- Minority Business Enterprise (MBE)
- Disadvantaged Business Enterprise (DBE)
- Airport Concessions Disadvantaged Business Enterprise (ACDBE)
Only MBE-certified firms can fulfill the minority participation goals established on State-funded contracts. Maryland's overall MBE goal is 25%.
Only DBE-certified firms can fulfill the disadvantaged business participation goals on contracts issued by the U.S. Department of Transportation (USDOT). DBE goals range from 23% - 26% and are adjusted every three years. USDOT-assisted contracts are implemented through the Maryland Aviation Administration (MAA), the State Highway Administration (SHA) and the Mass Transit Administration (MTA).
Interstate Certification is available to DBE firms that are already certiified by their home state. Follow this DBE Interstate Certification link for further information. Only ACDBE-certified firms can fulfill the disadvantaged business participation goals on concessionaire contracts administered through the Maryland Aviation Administration. ACDBE goals range from 7% - 37% and are adjusted every three years.
OMBE highly recommends applicants complete the Uniform Certification Application for firms seeking both MBE and DBE certification. OMBE will use this single application to evaluate candidates for eligibility in both programs simultaneously, eliminating the need to submit two separate applications.

Important Notice to Out-of-State Firms
Firms headquatered outside of Maryland must be certified by a state governmental agency in your home state before applying for certification in Maryland. Out-of-State firms must also be registered and in good standing with the Maryland Department of Assessments and Taxation.
