APPLICATION FORMS


The Maryland Department of Transportation's Office of Minority Business Enterprise (OMBE) is the State's official certification agency for firms seeking  status as a: 

  • Minority Business Enterprise (MBE)
  • Disadvantaged Business Enterprise (DBE)
  • Airport Concessions Disadvantaged Business Enterprise (ACDBE)

Only certified firms can fulfill the minority participation goals established for state (MBE) and federal USDOT-assisted (DBE) contracts.  Maryland's overall MBE goal is 25%.

Only DBE-certified firms can fulfill the disadvantaged business participation goals on contracts issued by the U.S. Department of Transportation (USDOT).  DBE goals range from 23% - 26% and are adjusted every three years.  USDOT-assisted contracts are implemented through the Maryland Aviation Administration, the Maryland State Highway Administrartion the Maryland Mass Transit Administration.

Only ACDBE-certified firms can fulfill the disadvantaged business participation goals on concessionaire contracts administered through the Maryland Aviation Administration.  ACDBE goals range from 7% - 37% and are adjusted every three years.

OMBE highly recommends applicants complete the Uniform Certification Application for firms seeking both MBE and DBE certification.  OMBE will use this single application to evaluate candidates for eligibility in both programs simultaneously, eliminating the need to submit two separate applications.

MBE/DBE Certification Application Form

MBE and DBE Certification

Firms seeking both MBE and DBE Certification should complete the Uniform Certification Application.

The Minority Business Enterprise Disclosure Affidavit should be completed by applicants seeking MBE certification only.  Since the eligibility standards are similar, OMBE recommends applicants submit the Uniform Certification Application for consideration of both MBE and DBE certification.

Firms seeking certification as a DBE only should submit the Uniform Certification Application and inform the investigation officer of his/her desire to be considered for DBE certification only.

The Airport Concessions Uniform Certification Application should be completed by firms seeking certification as an ACDBE.




Important Notice to Out-of-State Firms

Firms headquatered outside of Maryland must be certified by a state governmental agency in your home state before applying for certification in Maryland.  Out-of-State firms must also be registered and in good standing with the Maryland Department of Assessments and Taxation.
