The State Report on Transportation (SRT) is prepared annually and distributed to the General Assembly, local elected officials, and interested citizens. It consists of two documents, the Maryland Transportation Plan (MTP) and the Consolidated Transportation Program (CTP). The MTP is the Department's long range vision for transportation in Maryland. It includes goals and policies that have been embraced by the Department to achieve the vision. The CTP presents detailed listings and descriptions of the capital projects that are proposed for construction, or for development and evaluation during the next six-year period.

Each year this report is developed in draft form and presented to every county and Baltimore City during the fall. Following distribution of the draft document, Maryland Department of Transportation (MDOT) representatives visit each county both to present and to receive comments on the plan and program, Following the tour, the SRT is prepared in final form for presentation to the General Assembly in January.

2035 Maryland Transportation Plan (MTP)

The Maryland Transportation Plan (MTP) establishes a 20-year vision for transporta­tion in the State and provides policy direc­tion through statewide multimodal goals and objectives. The MTP is also used to develop performance measures that assess how effectively the Department is performing its mission. In addition, the MTP guides the de­velopment of the Consolidated Transportation Program (CTP), which identifies specific road, bridge, transit, aviation, port, pedestrian and bikeway projects that will be funded over the next six years.

The Maryland Department of Transportation (MDOT) updates the MTP every five years to address current and future transportation challenges and conditions. MDOT conducts extensive public outreach to engage Maryland’s citizens, agencies, and inter­ested organizations in revisions to the transportation system’s long-range vision, goals, and objectives.

Providing Maryland’s citizens an Annual Attainment Report on Transportation System Performance has been a tradition since 2002. By tracking performance over time, this document offers Maryland’s transportation agencies an opportunity to identify and implement an overall management strategy in order to facilitate the safe and efficient movement of people and goods across all transportation modes.

This document fulfills federal requirements for recording and implementing the Non-Metropolitan Jurisdictional consultation process as part of Statewide transportation planning, programming and decision-making. The consultation process provides non-metropolitan officials with an opportunity to participate in both the Statewide Planning process and the development of the Statewide Transportation Improvement Program (STIP).
