About the Plan
What is the Maryland Transportation Plan and Why is it important?
The Maryland Transportation Plan (MTP) establishes a 20-year vision for transportation in the State and helps to guide Statewide improvements across all means of transportation, including highways, roads, tunnels, bridges, rail, buses, water ports, airports, bike paths, and sidewalks.  For all of these ways to travel in Maryland, the MTP sets goals and objectives which, in turn, guide the development of the Consolidated Transportation Program (CTP), or the Statewide transportation budget. The State developed performance measures based on the MTP goals and objectives to assess how effectively the Maryland Department of Transportation (MDOT) is attaining its mission.
Why does the MTP get updated?

MDOT updates the Statewide transportation plan every five years to address current and future transportation challenges, needs and conditions.  We conducted extensive public outreach to engage the users of the Maryland transportation system, as well as numerous other citizens, agencies, and interested organizations to help revise the Statewide transportation system's long-range vision, goals, and objectives.  We strived to create a Statewide transportation plan that reflects and responds to the needs of Maryland’s residents, businesses, local governments, and communities.

Some current MDOT priorities and initiatives include:

  • System preservation and maintenance
  • Safety and security
  • System productivity and efficiency
  • Movement of goods and services around the State
  • Military Base Realignment and Closure (BRAC), the relocation of many military and civilian jobs to five Statewide military bases, including Aberdeen Proving Ground and Fort Meade
  • Environment and air quality
  • Transit-oriented development (TOD), mixed-use development around transit stations that is pedestrian-friendly
  • Smart Growth, promotion of transportation investments in our existing communities, neighborhoods, and transportation system
  • Transportation financing
How is the MTP updated?

The Maryland Transportation Plan is updated through:

  • Consultation and coordination with State and local government stakeholders;
  • Public involvement to ensure that the State reaches out to and is responsive to a host of diverse interests;
  • Development of draft goals and objectives;
  • Review and discussion of issues that will shape existing and future conditions and performance of transportation in Maryland;
  • Development of strategies to implement the Statewide transportation vision, including those that address capital, operations, management, environmental mitigation, and transportation connections; and
  • Preparation of a draft and final MTP.
Why was my input important?

Your opinion and your needs as a transportation user in Maryland were critical in shaping the 20-year vision of transportation in Maryland.  We thank you for your participation in our public outreach efforts through any or all of the following activities:

  • Public meetings with interest groups;
  • Public meetings with the State's regional planning agencies, or Metropolitan Planning Organizations (MPOs);
  • Group meetings and interviews with key stakeholders representing a broad constituent base;
  • An interactive website with a comment form and a survey (visit “Get Involved”);
  • Newsletters and flyers providing timely information about the MTP; and
