MBE/DBE Compliance

Overview

Established in 2008, MDOT’s Minority Business Enterprise/Disadvantaged Business Enterprise Compliance Program represents a garnering of  resources to ensure that the Maryland Department of Transportation (MDOT) contracts were monitored and MDOT’s contract MBE/DBE  goals were managed proactively.  The M/DBE Compliance Program provides reporting and administrative oversight for the six MDOT Transportation Business Units (TBU) to ensure that their MBE compliance processes are effective and consistent in attaining the State of Maryland’s MBE participation goal as well as MDOT’s federal DBE program goals.  Each TBU has an office designated for this task of program compliance and administration.  The M/DBE Compliance Program, in coordination with MDOT’s Office of Procurement, is responsible for monitoring contracts procured directly by The Secretary’s Office (TSO).   From inception to completion, the M/DBE Program ensures that minority and disadvantaged  businesses participate fully in TSO’s contract opportunities.

Program Mission

Consistent with the overall Mission Statement for MDOT, the vision for the M/DBE Compliance Program is to provide guidance, direction, leadership, and oversight to the The Secretary’s Office (TSO) and the TBUs under the Maryland Department of Transportation as it relates to delivering opportunities to our customers through the Minority/Disadvantaged Business Enterprise programs.
