      The Maryland Department of Transportation’s State Highway Administration (MDOT SHA) continues to update internal processes and develop COMAR-compliant electronic proposal packages to complete our transition from paper/hardcopy bidding to electronic bidding. All highway construction and maintenance projects will be moved to the electronic bidding platform by the end of the summer. At that time, paper bids or bids on CDs will no longer be accepted for projects.

      Contract documents will be made available through eMaryland Marketplace and will continue to be offered at no charge on this site. Registration and a paid subscription are required to submit bids through the internet-based Bid Express system. Potential bidders are informed that the registration process takes up to 7 business days. In addition, SHA will be letting pilot projects in advance of the September changeover, with the first projects advertised as early as July 2017. A bid extension will not be granted for delays in registration and/or errors in submission of electronic bids. For more information about Bid Express registration and subscription, please visit https://www.bidx.com/site/registration. Presently bidders are unable to sign up or register to bid as MDOT SHA is still working through aforementioned updates. An update will be posted once the site is opened for registration to bid. Additionally, web-based training is available for bidders and the offered sessions are as follows:
