    • Internet-based Electronic Bidding Training-Session 1 Time: 8:00a - 10:00a Location: 7201 Corporate Center Drive, Hanover, MD 21076 Details:

      The Maryland Department of Transportation’s (MDOT) State Highway Administration (SHA) will be transitioning from paper/hardcopy bidding to electronic bidding. Projects advertised after July 1, 2017, will require electronic bid submittal via internet. Paper bids or bids on CDs will no longer be accepted for projects.

      Contract documents will be made available through Bid Express and will continue to be offered at no charge on eMaryland Marketplace. Registration and a paid subscription are required to submit bids through the internet-based Bid Express system. Potential bidders are encouraged to register in advance as the registration process takes up to 7 business days. In addition, SHA will be letting pilot projects in advance of the July changeover, with the first projects advertised as early as March 2017. A bid extension will not be granted for delays in registration and/or errors in submission of electronic bids. This is particularly important when performing as a Minority Business Enterprise (MBE) in either the prime contractor or subcontractor role. Join us for an in-depth look at your rights as well as your responsibilities.

      Who should attend? Small businesses and certified MBEs who are ready and able to perform as a prime contractor or a subcontractor on state-funded procurements.

      Maryland is committed to minority inclusion in the state contracting marketplace, and Minority Business Enterprise (MBE) goal requirements are included in most state procurements. Small business owners and certified MBE firms that want to compete as prime contractors in this arena must know how to correctly fill out the required MBE forms. Join us for a technical review of these critical forms, and a detailed discussion on the regulations that allow MBE primes to fulfill a portion of the MBE subcontracting goal.

      Who should attend? Small business owners who want to perform as prime contractors in the state contracting arena.
