MARYLAND BICYCLE & PEDESTRIAN MASTER PLAN
2019 Update



WHAT IS THE BICYCLE & PEDESTRIAN MASTER PLAN?
The Maryland Department of Transportation (MDOT) is leading an update of the current Bicycle and Pedestrian Master Plan, which was last updated in 2014. The Bicycle and Pedestrian Master Plan establishes a 20-year vision to support cycling and walking as modes of transportation in Maryland. The Plan provides guidance and investment strategies to support cycling and walking, both on-road and off-road, as part of Maryland’s multimodal transportation network.

WHAT IS THE CURRENT VISION OF THE BICYCLE & PEDESTRIAN MASTER PLAN?
The current Bicycle and Pedestrian Master Plan (2014) is available here. The plan includes the following Vision statement:

Maryland will be a place where bicycling and walking are safe, practical, and inviting ways for people of all ages and abilities to complete their everyday travel. Sound policy will enable communities to craft the best solutions to their unique mobility and access challenges, and to reap the social, economic, health, and environmental benefits of expanded transportation choices. Smart prioritization and creative collaboration will ensure wise and effective use of all State resources.

FEDERAL, STATE, REGIONAL, AND LOCAL PLANNING COORDINATION
The Bicycle and Pedestrian Planning process provides an opportunity to respond to recent changes in federal legislation as introduced under the Fixing America’s Surface Transportation Act (FAST Act). In accordance with Maryland statute, the plan is developed in close coordination with the Maryland Transportation Plan, or “MTP”. Both plans will be completed by early 2019.

The planning process also provides an important opportunity for state and local agencies to collaborate towards improving bicycle and pedestrian travel options. Strengthening partnerships to better integrate facilities and improve connections across jurisdictional lines is a key concern for helping implement a statewide vision for safe cycling and walking in the state.

WHAT IS THE TIMEFRAME FOR COMPLETING THE BICYCLE & PEDESTRIAN MASTER PLAN?
FALL 2017:Initial Outreach, Data Assessments, Stakeholder Meetings
WINTER 2018:Analysis of Trends; Data Collection and Mapping; Needs & Opportunities
SPRING 2018:Public Outreach: Regional Workshops
SUMMER 2018:Research & Update Strategies. Develop and Refine Key Initiatives
FALL 2018:Prepare and Release Draft Plan.
JANUARY 2019:Release of Final Plan.
