What is Bicycle Level of Comfort (BLOC)?

Bicycle Level of Comfort, or BLOC, is a tool transportation planners and engineers use to evaluate bicyclist perceived safety and comfort while traveling in a roadway corridor. The BLOC data shown on the maps was calculated using the Bicycle Level of Service (BLOS) model. This model was developed in the 1990s, and is used by a number of cities, counties, and states around the U.S. The model generates a score for a roadway based on many factors including traffic volumes, traffic speeds, pavement widths, on-street parking and whether there is a usable shoulder or bike lane. The numeric score resulting from the calculation is translated into a letter grade, A through F, where A is rated as "the most comfortable" and F is rated as the "least comfortable."
