Stormwater Management/ Sediment & Erosion Control Plan Approval

Background

Stormwater management and sediment/erosion control on state projects are under the jurisdiciton of the Maryland Department of the Environment, Water Management Administration.   Transportation projects to be constructed on state-owned land that will disturbe 5000 square feet or more must submit plans for the management of stormwater (or application for a waiver), and for erosion/sediment control during construction, and recieve approval before the start of construction. 

Plans for Stormwater Management must meet the requirements of  the Maryland Stormwater Management Guidelines for State & Federal Projects.  These Guidelines supplement the Stormwater Management Regulations (COMAR 26.17.02) and the "2000 Maryland Stormwater Design Manual, Volumes I & II".  The Design Manual is also available on the MDE website and may be download inPDF format using the Adobe® Acrobat® Reader.

The Administration has the authority to grant waivers for both quantity and quality control on a case-by-case basis as outlined in the Guidelines.

State Agencies may also submit Institutional /Agency Management Plans for the purposes of instituting site-wide management practices for sites where the Agency controls all stormwater on the site and can consider all watersheds affected by the Agency.

Plans for Sediment and Erosion Control must meet the requirements of  Maryland Erosion and Sediment Control Guidelines for State and Federal Projects.  These Guidelines Supplement the Erosion And Sediment Control Regulations (COMAR 26.17.01) and the “1994 Maryland Standards And Specifications For Soil Erosion And Sediment Control”.
