TIGER Discretionary Grants

The U.S. Department of Transportation invites state and local stakeholders to annually submit applications for discretionary grant funding through the Transportation Investment Generating Economic Recovery (TIGER) Program.
In 2017, the Maryland Department of Transportation submitted two applications:

I-95 Innovative Active Traffic Management

The Maryland Department of Transportation MDOT State Highway Administration (MDOT SHA) is applying to the U.S. Department of Transportation (USDOT) for a Transportation Investment Generating Economic Recovery (TIGER) discretionary grant to complete the funding package for the I-95 Innovative Active Traffic Management project. The project is in Howard County, Maryland on 3.5 miles of I-95 between MD 32 (Patuxent Freeway) and MD 100. This portion of I-95 is an eight-lane divided freeway and is a major commercial corridor in Maryland.

The I-95 Innovative Active Traffic Management project will alleviate congestion during peak travel times, improving operations in unreliable sections and addressing safety issues such as crashes at the interchanges. Specifically, MDOT SHA will implement the following improvements:

  • Part-Time Shoulder Use (PTSU) lanes on I-95, using the pre-existing outside shoulder (i.e., “Hard Running Shoulder”). These lanes will reduce congestion during peak hours when traffic demand is highest and travel time reliability is lowest. The PTSU lanes will accommodate the significant truck traffic in this corridor. PTSU lanes will be operated:
o I-95 northbound (NB) from MD 32 to MD 100 in the PM Peak
o I-95 southbound (SB) from MD 100 to MD 175 both during the AM and PM peak
  • Geometric improvements to address unsafe weaving movements at the MD 175 interchange, which are a significant cause of rear-end and sideswipe crashes, including:
o Full-use merge lane from the MD 175 WB on ramp to I-95 NB
o Extending the acceleration lane at MD 175 EB on ramp to I-95 SB
o A choice lane along I-95 SB for MD 175 to provide two lanes
The Maryland Department of Transportation MDOT State Highway Administration (MDOT SHA) is partnering with the rural Town of New Windsor (Town) as well as Carroll County (County) to revitalize its main thoroughfare (MD 31) with pedestrian, pavement, drainage, lighting, and intersection improvements. Currently, the roadways, sidewalks, and stormwater infrastructure on this route are in poor condition and pedestrian facilities are not Americans with Disabilities Act (ADA) compliant. These conditions result in roadway flooding, and poor geometry at two key intersections present safety issues that impact both pedestrians and vehicles. The goal of the New Windsor Community Revitalization Project is to enhance safety, state of good repair, and accessibility for pedestrians and drivers to local businesses along MD 31.
The New Windsor Community Revitalization Project aims to revitalize the transportation infrastructure along MD 31, including sidewalk, pavement, intersection, drainage, and lighting improvements, to support the existing community and help to support future economic growth. The success of the New Windsor Community Revitalization Project can serve as an example of creating a “main street” where now there is just a cross roads for many other burgeoning rural towns throughout the mid‐Atlantic and the rest of Middle America.

Project Costs (Overview)

MDOT SHA has invested significant funding to this project and has committed $4,793,026,
constituting approximately 48 percent of the project costs. Other local match sources include
$298,776 in funds from the Town, bringing the non‐Federal contribution to this project to 51
percent of total funding. No Federal funds will be used for the local match for this TIGER
discretionary grant. The project has not requested nor received Federal grant funding in the
past to support this project. Given significant statewide transportation priorities and limited
financial resources, this project cannot be efficiently completed without a TIGER Discretionary Grant.
