Innovative Finance & Delivery

The Office of Innovative Finance & Delivery (OIFD) is rethinking how Maryland funds and builds transportation infrastructure. Inspired by modern, long-term finance and delivery models increasingly used across the U.S., OIFD works to identify, screen, develop, and procure publicly owned infrastructure projects that improve the lives of all Marylanders and grow the state's economy.

OIFD works in partnership with leaders and community stakeholders across MDOT and its modes. The Office encourages early engagement and analysis, and also provides support for Maryland city and county governments seeking alternative approaches for local infrastructure projects. OIFD advocates for innovative approaches, such as public-private partnerships (P3s), that incentivize performance, identify and allocate risk appropriately, and prioritize lifecycle maintenance.
