Office of Small & Minority Business Policy 

The Office of Small & Minority Business Policy (OSMBP) is responsible for the accurate and timely implementation of State and Federal policy requirements of minority and small business contracting/supplier diversity programs throughout MDOT. These programs include the Minority Business Enterprise (MBE), the Disadvantaged Business Enterprise (DBE), Airport Concessions Disadvantaged Business Enterprise (ACDBE), the Small Business Enterprise (SBE), and the Small Business Reserve (SBR) programs.

We lead the development and timely submission of overall program goals for the federal DBE, ACDBE and SBE programs and coordinate the development of any shortfall analyses and corrective action plans, pursuant to United States Department of Transportation (USDOT) federal regulations. We provide day-to-day oversight of the State's Disparity Studies, which are legally required to support the implementation of the above listed supplier diversity programs.

We also serve as MDOT's liaison for all small and minority business program stakeholders, including the Governor's Office of Small & Minority Business Affairs (GOSBA).

OSMBP is responsible for the oversight of all outreach activities related to MDOT's implementation of the MBE, DBE, ACDBE, SBE, and SBR programs. This includes the execution of the certification application assistance workshops; participation on panels and procurement outreaches; the development of communication strategies for program updates and new initiatives; the development of training and outreach materials, including pamphlets and surveys; and management of the Office of Minority Business Enterprise (OMBE) webpage.
