GLEN BURNIE, MD (August 29, 2025) - The Maryland Department of Transportation Motor Vehicle Administration (MVA) has partnered with the
Baltimore City YouthWorks Summer Program to provide on-site learner's permit testing for 12 Maryland students. The one-day testing session was arranged to bring this service directly to the students, eliminating the need for each student to find their own transportation to an MVA branch to take the test.
“This is about more than just taking a test," said MVA Administrator Chrissy Nizer. “At the MVA, we believe in meeting Marylanders where they are—whether that's in our branch offices, online, or directly in their community. Through key partnerships, we strive to bring critical services and support directly to all our customers."
“This partnership is a strong example of how collaboration can remove barriers for young people and set them on the path toward independence and opportunity," said MacKenzie Garvin, Esq., Director of the Mayor's Office of Employment Development. “By bringing services like learner's permit testing directly to YouthWorks participants, we're not only making access easier but also affirming our commitment to preparing Baltimore's youth for both the workforce and adulthood."
The initiative is part of the MVA's broader efforts to expand access to essential licensing services and aligns with the Moore-Miller Administration's commitment to promoting equity and access across the state. In-school learner's permit testing is available by request across all Maryland school districts. In 2024, the agency transformed its learner's permit testing experience by offering the exam in
17 different languages, including Plain Language English and American Sign Language (ASL). According to recent MVA data, transitioning to the Plain Language English format has led to a 15 percent increase in the learner's permit test pass rate. These innovations help ensure all Marylanders, regardless of background, have a fair opportunity to access essential government services.
