Program Information

The Transit-Oriented Development (TOD) Capital Grant and Revolving Loan Fund (“TOD Fund”) provides financial assistance to local jurisdictions and development partners to promote the equitable and inclusive development of transit-oriented development at State-designated TOD sites.

Eligible Activities and Award Limits

To be eligible for funding through the TOD Fund, projects must directly benefit a State-designated TOD. Please refer to the current MD Designated TOD Map for eligibility.

If a local jurisdiction is applying in partnership with a development partner, developers must be in Good Standing with the State of Maryland (if applicable). Candidates for loans must demonstrate the ability to repay.

Local jurisdictions:

  • Design plans
  • Public infrastructure improvements

Development partners, with local jurisdiction as a co-applicant:

  • Gap funding for development within an eligible TOD
  • Local jurisdictions applying for a grant must commit a 10% match.
