Rogers Avenue Metro Station: Joint Development Opportunity
The Maryland Department of Transportation (MDOT) is advancing a Request for Qualifications (RFQ) to seek a qualified joint development partner to develop the North parcel of The Rogers Avenue Metro Station which is located at 4600 N Rogers Avenue, Baltimore, Maryland 21215. The development opportunity consists of approximately 9.06 acres of underutilized State-owned land at the Station for transit-oriented development to achieve the following goals and objectives:
- Increase Transit Ridership and Reduce Single Occupancy Vehicle Miles Travelled;
- Increase Housing Supply (Including Affordable Housing) and Jobs;
- Maximize the Return on the State’s Transportation Infrastructure Investments;
- Support Long-Term Economic Development and Revenue Goals;
- Improve Transit Facilities;
- Enhance Station Access and Connectivity; and
- Support Local Development Goals and Community Needs.
The selected Developer will be responsible for the design and delivery of a meaningfully dense, mixed-use, transit-oriented development that integrates seamlessly with the Station and complements the surrounding residential neighborhoods. The Developer will engage key stakeholders including the Maryland Transit Administration (MTA), Baltimore City, and the community to support the long-term vision for the site.
The Rogers Avenue Metro Station Joint Development project is a priority initiative under MDOT's Transit-Oriented Development Program and builds upon the vision outlined in the Rogers Avenue TOD Site Strategy (July 2025) and the Baltimore Region TOD Strategy (April 2026). A key recommendation of both reports was to advance a joint development solicitation for the North Parcel at Rogers Avenue to catalyze TOD and unlock the site's potential for new housing and community investment.
The Rogers Metro Station Joint Development marks a first step toward advancing MDOT’s Baltimore Region TOD Strategy. Based on preliminary analysis, the site has the potential to accommodate over 400 new housing units and is projected to generate more than $27 million in combined City and State tax revenue, while supporting increased transit ridership and economic development along the Metro corridor. These estimates are preliminary, and the final development program (unit count, affordable vs market rate housing, retail, etc.) will be refined in coordination with the selected development partner and community stakeholders.

Site Visit
A site visit for the Rogers Avenue Metro Station Joint Development solicitation will be held to provide prospective respondents with a walkthrough of the development site and an opportunity to ask questions in advance of the formal Q&A period.
