Dorsey MARC Station - Transit-Oriented Development (TOD) 

​On November 30, 2021, the Maryland Department of Transportation (MDOT) released a Request for Proposals (RFP) for a transit-oriented development (TOD) to be constructed on 18.055 acres of state-owned property at the Dorsey MARC Station, located at 7000 Deerpath Road, Elkridge in Howard County. Responses were due Monday, February 28, 2022.

The release of the RFP followed community outreach efforts including an informational meeting held in February 2019, prior to the release of a Request for Expressions of Interest (RFEI), and a community informational meeting held virtually in September 2021, to update the public and discuss MDOT’s intent to solicit requests for proposals. 

MDOT has engaged an evaluation panel to review the proposals received.  Once a developer is selected to enter into an exclusive negotiating privilege (ENP) agreement with, that developer will work with a variety of stakeholders, including the local community, transit commuters, and state/local agencies, to develop a mixed-use TOD, utilizing existing surface parking areas and unimproved land at the Dorsey MARC Station.  MDOT’s goal is to provide a safe and secure transit system to clients and improve our multimodal transit systems across the state.
